        abstract:  BERKELEY, CHARLESTON, ORANGEBURG LIDAR DATA COLLECTION Lidar Data Acquisition and Processing Production Task - Charleston County Contract Number: 6004 RFQ Number: 6004-25C Woolpert Order No: 10020258 CONTRACTOR: Woolpert Lidar data is a remotely sensed high-resolution elevation data collected by an airborne platform. The lidar sensor uses a combination of laser range finding, GPS positioning, and inertial measurement technologies. The lidar systems collect data point clouds that are used to produce highly detailed Digital Elevation Models (DEMs) of the earth's terrain, man-made structures, and vegetation. This task order requires lidar data to be acquired over Charleston County (+/- 1,197 square miles). This lidar data set is comprised of lidar point cloud data, raster DEMs, raster DSMs, raster intensity imagery, and GPS flight line trajectory data. The task required the lidar data to be collected at a nominal pulse spacing (NPS) of 1.15 feet. The lidar dataset was produced using a horizontal datum/projection of NAD83, State Plane South Carolina, International Feet and a vertical datum of NAVD88 (Geoid 18), International Feet. Tidal areas in Charleston's data acquisition were collected within +/- 2 hours of low tide. Additional deliverables include control data and tile index in Esri shapefile format, lidar processing and survey reports in PDF format, and project-level FGDC CSDGM metadata in XML format. This data was provided to the NOAA Office for Coastal Management (OCM) by the Charleston County Public Works Department, for the purpose of making the data publicly available for custom and bulk downloads from the NOAA Digital Coast Data Access Viewer. This data set contains point cloud data(' in LAZ (compressed LAS) format', ''). The data may have been reprojected or otherwise modified from the original data in an automated process.         purpose:  The objective of this effort is to acquire new Light Detection and Ranging (lidar) data for Charleston County Public Works in association with Joint Base Charleston, via a Military Enhancement Grant Program. Charleston, Berkeley and Orangeburg counties will receive a copy of their county's data and Joint Base Charleston receives a full set of data. This data is being delivered in typical formats used by the Air Force installation mapping, visualization, and operations initiative known as GeoBase.

                description:  Ground Control Points: Woolpert utilized 3 Trimble Navigation R12i Model GNSS dual-frequency GPS receivers, and 3 TSC7 data collectors for this project. The purpose of this survey was to establish three-dimensional coordinates for 31 NVA (non-vegetated vertical accuracy point), 21 VVA (vegetated vertical accuracy point), and 13 LiDAR control points. The points were collected per the flight layout and were uniformly dispersed over the project area. The field crew utilized Real-Time Kinematic (RTK) GPS surveying throughout the ground control data collection process. Using RTK GPS techniques, observations were performed on a total of 13 LiDAR control points, 31 NVA (non-vegetated vertical accuracy point), 21 VVA (vegetated vertical accuracy point). The survey was conducted using a 1-second epoch rate, in a fixed solution RTK mode, with each observation lasting between 60 to 180 seconds. Each station was occupied twice to insure the necessary horizontal and vertical accuracies were being met for this LiDAR / photogrammetric project. The “Virtual Reference Station” (VRS) concept is based on having a network (spaced at 50-60kms) of GNSS (GPS or GPS/GLONASS) reference stations permanently connected to the control center via the Internet. The networked stations collectively and precisely, model ionospheric errors for the individual GNSS rover in the network coverage area. The rover interprets and uses the VRS network-correction data as if it is operating with a single physical base station on a very short baseline which increases the RTK performance. Corrections (vectors) are from the closest base, but because the ionospheric error (which is traditionally baseline dependent) is practically negated, the rover's degradation in accuracy due to baseline length starts when the rover is first initialized, that is, at the work site. Thus, accuracies are increased and more consistent throughout the working region The field crew chief processed all session baselines each day using Trimble Navigation’s Trimble Business Center (TBC) Version 2024.10 baseline processor with the accompanying broadcast ephemeris. Daily processing ensured the integrity of the network as it was constructed and allowed the field crews to immediately reschedule observations of poor baselines. This process determined Default (Class 1), Ground (Class 2), Overlap Default (Class 12). The bare-earth (Class 2 - Ground) lidar points underwent a manual QA/QC step to verify the quality of the DEM as well as a peer-based QC review. This included a review of the DEM surface to remove artifacts and ensure topographic quality. The overlap class was determined by first identifying the overlapping areas and reclassifying the LAS data by offset from a corridor. This allows the returns located on the edge of the swath to be removed from the bare earth coverage in an effort to produce a more uniform data density.

The files were in SC State Plane NAD83 international feet coordinates and the elevations were in NAVD88 (GEOID18) international feet. The LAS files had these classifications: 1 = unclassified; 2 = ground (or Bare Earth); 5 = vegetation; 6 = buildings; 9 = water; 17 = bridges; 20 = ignored ground. NOAA OCM processed all of the point classes to the Digital Coast Data Access Viewer (DAV). OCM performed the following processing on the data for Digital Coast storage and provisioning purposes: 1. Internal OCM scripts were run to check the number of points by classification and by flight ID and the gps, elevation, and intensity ranges. 2. The LAS files were converted to LAZ format using laszip 3. Internal OCM scripts were run on the LAZ files to: a. Convert from orthometric (NAVD88) elevations to ellipsoid elevations using the GEOID18 model b. Convert from SC State Plane NAD83 international feet coordinates to geographic coordinates c. Convert from elevations in feet to elevations in meters d. Assign the geokeys, to sort the data by gps time and zip the data to database and to AWS S3.
