The project area for Connecticut River floodplain was approximately 143 square miles in Hampden County, Massachusetts. The Spectrum aircraft was equipped with the RAMS system, including a 26 Khz Laser, an inertial measurement unit (IMU), and a dual frequency GPS receiver and antenna. The RAMS sensor system also includes a RAMS 4K X 4K color digital camera mounted to the LIDAR unit. This data set is an LAZ (compressed LAS) format file containing LIDAR point cloud data. purpose: The purpose of this project was to collect LIDAR data and digital ortho imagery to generate breaklines and a bare earth DEM to support 2-foot contour intervals in ccordance with FEMA Appendix A. credit: Please credit ENSR International and Spectrum Mapping LLC for all products derived from this data. The RMSE below is combined for the Massachusetts and Connecticut project areas. The final RMSEz is 14.7 centimeters (.483 feet). This exceeds the FEMA Guidelines and Specifications for Flood Hazard Mapping. ; Quantitative Value: 0.147 meters, Test that produced the value: Root mean square Z error in bare areas. Units in meters. result: (missing) report: (DQ_CompletenessCommission) nameOfMeasure: Completeness Report evaluationMethodDescription: Elevation data has been collected for all areas inside project boundaries. The data set was flown with a 30% sidelap between flightlines. As part of the field QC process, data voids caused by operational errors are re-collected if required. Spectrum Mapping found no data voids in this project. result: (missing) report: (DQ_ConceptualConsistency) nameOfMeasure: Conceptual Consistency evaluationMethodDescription: Spectrum Mapping performs rigorous quality assurance program insures that the final data products meet all requirements prior to delivery to the customer. Quality Assurance / Quality Control is embedded into the overall data acquisition and processing steps. Quality assurance is inherent in developing the project plan, acquisition, verifying data and processing, and assuring that the final products meet all FEMA requirements in accordance with the contract. Spectrum Mapping's quality assurance procedures follow the "FEMA Guidelines and Specifications for Flood Hazard Mapping Partners, Appendix A: Guidance for Aerial Mapping and Surveying" for use of LIDAR mapping technology. result: (missing) lineage: (LI_Lineage) statement: (missing) processStep: (LI_ProcessStep) description: Detailed information about Spectum Mapping's data processing procedures can be found in the Project Report located above in the Supplemental_Information section. dateTime: DateTime: 2004-01-01T00:00:00 processStep: (LI_ProcessStep) description: The NOAA Office for Coastal Management (OCM) received topographic files in ASCII .CSV format. The files contained bare earth lidar elevation measurements in X,Y,Z format. The data were received in Massachusetts State Plane Mainland Zone 2001, NAD83 coordinates and were vertically referenced to NAVD88 using the Geoid99 model. The vertical units of the data were feet. OCM performed the following processing for data storage and Digital Coast provisioning purposes: 1. The topographic las files were converted from ASCII to LAS format. 2. The classification of all bare earth points was changed from Class 0 to Class 2. 3. The topographic las files were converted from orthometric (NAVD88) heights to ellipsoidal heights using Geoid99. 4. The topographic las files were converted from a Projected Coordinate System (MA SP Mainland) to a Geographic Coordinate System (NAD83). 5. The topographic las files' vertical units were converted from feet to meters. 6. The topographic las files' horizontal units were converted from feet to decimal degrees. dateTime: DateTime: 2013-10-01T00:00:00 processStep: (LI_ProcessStep) description: The vertical values in this data set have been converted to reference North American Vertical Datum of 1988 (NAVD88) (GEOID18) meters, using the GEOID18 grids provided by the National Geodetic Survey. Any datum and projection transformations were then done with the Office for Coastal Management 'datum_shift' program. Compression to an LAZ file was done with the LAStools 'laszip' program and can be unzipped with the same free program (laszip.org) Processing notes: dateTime: DateTime: 2023-07-01T06:23:25 processor: (CI_ResponsibleParty) individualName: NOAA Office for Coastal Management contactInfo: (CI_Contact) address: (CI_Address) electronicMailAddress: coastal.info@noaa.gov role: (CI_RoleCode) processor |
