LiDAR was collected for the whole of Duval County, FL. There was 1 flight area that consisted of 82 flight lines
and an area of about 819 square miles. Seven LiDAR survey missions were conducted to complete the data collection.
LiDAR data collection commenced on March 8, 2007 and concluded on March 17, 2007.

This data set is an LAZ (compressed LAS) format file containing LIDAR point cloud data.
The DTM was developed to support the Florida Division of Emergency Management (FDEM) development and
maintenance of Regional Evacuation Studies (Study), which include vulnerability assessments and assist disaster
response personnel in understanding threats to Florida's citizens and visitors.

Horizontal Positional Accuracy
Horizontal accuracy is +/- 3.8 feet at the 95% confidence level using RMSE(r) x 1.7308 as defined by the FGDC Geospatial
Positional Accuracy Standards, Part 3: NSSDA.

Vertical Positional Accuracy
0.3 feet RMSE for unobscured ground points; Quantitative Value: 0.091 meters, Test that produced the value:
0.3 feet (9.1 cm) RMSE - tested. The accuracy assessment was performed using a standard method to compute the root
mean square error (RMSE) based on a comparison of ground control points and filtered LiDAR data points. Results for this
delivery area are available in the MTS Report of Topographic Survey.
Completeness Report
This LiDAR data represents the complete set of data for 1054 tiles within Duval County.
Conceptual Consistency
The LiDAR DTM was developed in accordance with the Baseline Specifications 0.9. The DTM is intended to support 2-foot
contours, and the vertical accuracy of ground points in unobscured areas is not to exceed 0.6-feet RMSE.
LiDAR was collected within Duval County. The LiDAR system acquisition parameters were developed based on a maximum average ground
sample distance of 4 feet. One Optec ALTM 3100C-EA 100 kHz lidar system was used for acquisition.
The NOAA Office for Coastal Management (OCM) received files in LAS format. The files contained LiDAR intensity and elevation measurements.
OCM performed the following processing on the data to make it available within Digital Coast:
1. The data were converted from State Plane Florida East coordinates to geographic coordinates.
2. The data were converted from NAVD88 heights to ellipsoid heights using Geoid03.
3. The LAS header fields were sorted by latitude and updated.

The vertical values in this data set have been converted to reference North American Vertical Datum of 1988 (NAVD88) (GEOID18) meters, using the GEOID18 grids provided by the National Geodetic Survey.
Any datum and projection transformations were then done with the Office for Coastal Management 'datum_shift' program. Compression to an LAZ file was done with the LAStools 'laszip' program and can be unzipped with the same free program (laszip.org)
