The data contained in these files contain topographic data collected by the CHARTS system along the northern coast of Hawaii (Big Island), Kauai, Maui, Molokai, and Oahu in the state of Hawaii. The data were collected on the following dates:

Kauai: 20070112-20070210
Maui: 20070111-20070127
Molokai: 20070111-20070127
Oahu: 20070112-20070210
The data points representing bare earth have been classified as such using TerraScan with results provided in the classified las files. Classification value "1" means "Unclassified" and a value "2" means "Ground." The data were collected and processed in geographic coordinates and ellipsoid heights. The positions are relative to NAD83 HARN in decimal degrees of longitude and latitude. The heights were converted from ellipsoid to geoid (NAVD88) heights using the Geoid03 model with the results in meters. These heights were then adjusted to Mean Sea Level.
This data set is an LAZ (compressed LAS) format file containing LIDAR point cloud data.
The purpose of the 2007 Hawaii survey, in general, was to collect both bathymetric and topographic lidar along the northern coastline of the Hawaiian Islands. Topographic data were required between the zero and 15 meter contours, nominal, for the northern coastline of the islands of Hawaii (Big Island), Kauai, Maui, Molokai, and Oahu. Bathymetric Lidar data collection was attempted in Kaneohe Bay, Oahu, to fill-in the data gaps between the shoreline and the previously collected SHOALS data. Bathymetric Lidar data were collected on the island of Hawaii from Honolii Stream south along the shoreline to the existing SHOALS data. The data were to be collected from the land water interface seaward to a depth of 40 meters or laser extinction, whichever comes first. These data were collected for Hawaii State Civil Defense for tsunami mapping purposes. The manager for this project was Milton Yoshimoto (808) 438-2250.

These data covered the required survey area with minimal gaps in data coverage except near tops of mountains. These gaps are caused when
the ground elevation rises so high that the lidar swath (based on maximum scan angles and altitude) from adjacent flight lines no longer
overlap. These gaps are at elevations above that maximum required for this project. The data postings are very consistent with postings
nominally at 1.3 m density.
Conceptual Consistency
The data provided in this file were tested against ground truth data. At these locations the lidar data matched within 0.20 meters,
and different flight line data agreed within 0.20 meters.
These data were collected using the CHARTS surveys system. It is owned by the Naval Oceanographic Office and Operated through contract. The system collects topographic lidar data at 20 kHz and hydrographic data at 3 kHz. The system also collects RGB imagery at 1Hz. A CASI-1500 hyperspectral line scanner is integrated with the system as well. Aircraft position, velocity and acceleration information are collected through a combination of Novatel and POS A/V equipment.
Raw data are collected and transferred to the office for downloading and processing in SHOALS GCS software. GPS data are processed using POSPac software and the results are combined with the lidar data to produce 3-D positions for each lidar shot. These data are edited using Fledermaus software where anomalous data are removed from the dataset. The edited data are written to the national grid system 1 km tiles using chartsLAS, a program written by NAVO. The data are converted from ellipsoid to orthometric heights, based on the GEOID03 model, within the chartsLAS program. The LAS files output from chartsLAS were read into TerraScan and filters were applied to classify ground points. Points designated as ground are assigned a classification value "2" and all other points are assigned the classification value "1" which represents an unclassified state.

The NOAA Office for Coastal Management (OCM) received files in LAS format. The files contained LiDAR intensity and elevation measurements. While the processing steps from USACE above do not specify how the data were converted to mean sea level, the abstract received indicates that this was done. It is believed that a single offset was applied per island based upon information from the tide stations on that island.
OCM performed the following processing on the data for storage purposes and to make it available within Digital Coast:
1. The data were left in the tidal vertical datum and the Geotiff tags were updated to reflect NAD83(HARN) and Local Mean Sea Level. No vertical transforms will be performed on this data during provisioning.

2007 HI Hawaii CHARTS Survey

The vertical values in this data set have been converted to reference North American Vertical Datum of 1988 (NAVD88) (GEOID18) meters, using the GEOID18 grids provided by the National Geodetic Survey.
Any datum and projection transformations were then done with the Office for Coastal Management 'datum_shift' program. Compression to an LAZ file was done with the LAStools 'laszip' program and can be unzipped with the same free program (laszip.org)
