LiDAR was flown for approximately 1675 square miles in Passaic, Sussex, Bergen, Morris, Warren, Hunterdon, and Somerset Counties in New Jersey and a small part of Orange County, New York with an Root Mean Square Error (RMSE) of 18.5 centimeters vertically and 95% confidence level. This data will be used by the NJ Highlands Council and/or the United States Army corps of Engineers (USACE) to generate contours for use in watershed analysis and model development, and for assessing environmental impacts. The LiDAR was flown during leaf-off, no snow on the ground, and water levels in streams that were at normal or below base level. Horizontal Positional Accuracy The lidar data fully comply with FEMA guidance as published in Appendix A: Guidance for Aerial Mapping and Surveying, April 2003. Vertical Positional Accuracy The lidar data fully comply with FEMA guidance as published in Appendix A: Guidance for Aerial Mapping and Surveying, April 2003 and the National Standard for Spatial Accuracy (NSSDA). When compared to GPS survey grade points in generally flat non-vegetated areas, at least 95% of the positions have an error less than or equal to 36.3 cm (equivalent to a RMSEz of 18.5 if errors are normally distributed). Completeness Report Ground condition was leaf-off, no snow on ground, and water level in streams that were at normal or below base level for flights and no cloud cover was allowed between the aircraft's sensor and the ground. There are no data voids in coverage. Conceptual Consistency Deliverables were tested by Photo Science for both vertical and horizontal accuracy as stated in FEMA's Guidelines and Specifications for Flood Hazard Mapping Partners [April 2003]. This includes obtaining at a minimum thirty-five QC ground control survey points randomly selected throughout the project area and agreed upon between Photo Science and the USACE. All data is seamless from one tile to the next, no gaps or no data void areas. Leica software was used in the post processing of the airborne GPS and inertial data that is critical to the positioning of the sensor during all flights. This software suite includes Applanix's PosPac and Waypoint's GrafNav solutions. PosPac provides the smoothed best estimate of trajectory (SBET) that is necessary for Leica's post processor to develop the point cloud from the LiDAR missions. The point cloud is the mathematical three dimensional collection of all returns from all laser pulses as determined from the aerial mission. At this point this data is ready for analysis, classification, and filtering to generate a bare earth surface model in which the above ground features are removed from the data set. The point cloud was manipulated within the Leica software; GeoCue, TerraScan, and TerraModeler software was used for the automated data classification, manual cleanup, and bare earth generation from this data. Project specific macros were used to classify the ground and to remove the side overlap between parallel flight lines. All data was manually reviewed and any remaining artifacts removed using functionality provided by TerraScan and TerraModeler. 2007-10-15T00:00:00 LiDAR data was converted to ESRI format and imported into a geodatabase. 2007-12-31T00:00:00 The NOAA Office for Coastal Management (OCM) received the files in las format. The files contained Lidar elevation and intensity measurements. The data were projected in New Jersey State Plane coordinates, and referenced to NAVD88 using Geoid 03. OCM performed the following processing steps to the data to make it available within the Digital Coast: 1. The data were converted from New Jersey State Plane (NAD83) coordinates to geographic coordinates (NAD83). 2. The data were converted from NAVD88 (orthometric) heights to GRS80 (ellipsoid) heights using Geoid 03. 2010-09-22T00:00:00 The vertical values in this data set have been converted to reference North American Vertical Datum of 1988 (NAVD88) (GEOID18) meters, using the GEOID18 grids provided by the National Geodetic Survey. Any datum and projection transformations were then done with the Office for Coastal Management 'datum_shift' program.
