Brown County performed its own Quality Assurance procedure: GNSS observations were made on October 8,9 and 10, 2010 by Brown County Surveyor Patrick Ford and Anthony Huberty, RLS. A Trimble R8 GNSS Model 3 rover receiver and TSC2 Survey Controller linked to the Wisconsin Department of Transportation Virtual Reference Network was used. Including check points and other points of value, 93 points were observed over the 3 days. The survey style was set to “Topo” for the point observations with the tolerances set at 0.006m (0.02’) horizontal and 0.009m (0.03’) vertical and points were occupied until enough data had been collected to satisfy the minimum requirements. No unusual events were recorded during any of the observations. Trimble Geomatics Office software was used to download the GNSS observations. O points were flagged as having RMS outside tolerances. There were no calibrations or adjustments made to the GNSS observations. Experience has shown that observations made with the Virtual Reference System do not typically produce horizontal errors greater than +/- 0.15’ and limited vertical work showed differences from the Federal bench marks in the +/- 0.07 magnitude. ArcMap was used to combine the Global Navigation Satellite System (GNSS) points with the LiDAR data. The “Identify” tool was set to identify data on visible layers, the GNSS points were picked and the elevations returned from the Brown County LiDAR Terrain layer were captured. An Excel spreadsheet for determining the Vertical Accuracy was downloaded form the Federal Geodetic Data Committee (FGDC) and was populated with the elevations from the LiDAR terrain data and the elevations obtained in the GNSS observations. Elevations were entered in feet to the nearest 0.01 feet. All data entered into the spreadsheet was double-checked for accuracy. The resulting RMSE(z) is 0.207 ft and the NSSDA (Z) accuracy is 0.405 ft. Point Cloud data is imported to TerraScan in a Microstation V8 (V) CAD environment on a specified 5000 foot by 5000 foot tiling scheme. 3. Analyze the data for overall completeness and consistency. This is to ensure that there are no voids in the data collection. 4. Inspect for calibration errors in the dataset using the TerraMatch software. This is accomplished by sampling the data collected accross all flight lines and classify the idividual lines to ground. The software will use the ground-classified lines to compute corrections (Heading, Pitch, Roll, and Scale). 5. Orientation corrections (i.e. Calibration corrections) are then applied (if needed) to the entire dataset. 6. Automatic and manual ground classification is performed using algorithms with customized parameters to best fit the project area. 7. The Ayres/Aerometric team captured QA/QC points in 'open terrian' land cover category that were used to test the accuracy of the LiDAR ground surface. TerraScan's Output Control Report (OCR) was used to compare the QAQC data to the LIDAR data. This routine searches the LIDAR dataset by X and Y coordinate, finds the closest LIDAR point and compares the vertical (Z) values to the known data collected in the field. Based on the QAQC data, a bias adjustment was determined, and the results were applied to the LIDAR data. A final OCR was performed with a resulting RMSE of 0.308 ft for the project. 8. Once the automatic processing and testing of LiDAR is complete, the bare-earth surface data was closely inspected to insure that proper classification was achieved as part of a Quality Control process. 9.
